What commercial means
If the video is for a label or a client, or the channel it goes on earns money, it is commercial. A person's own track on their own channel is free. Nobody is asked to prove anything; the licence is honoured, not enforced, and nothing about a render changes with it. The roadmap says what comes before a price.
